About the Role
We are seeking an experienced and highly organized Project Manager to lead a comprehensive R&D Center expansion project. This role requires end-to-end management of a new 1,500 sqm two-story facility, including civil design, utility infrastructure, and the renovation of an existing laboratory building. The ideal candidate will have a strong background in managing complex engineering projects within a multinational corporate environment and will serve as the primary point of contact for design, construction, commissioning, and handover.
Key Responsibilities
1. Project Design Management
- Lead the overall project planning, scheduling, and budgeting for the R&D expansion.
- Manage external design consultants and contractors for the new 2-story, 1,500 sqm building, ensuring civil and architectural designs meet R&D operational requirements and local building codes.
- Oversee the layout adjustment and equipment relocation planning for the existing laboratory building.
- Coordinate utility engineering (water, electricity, gas, HVAC, etc.) design and integration for both new and existing facilities.
2. Construction & Renovation Execution
- Manage the bidding, contracting, and on-site construction processes for both the new build and the renovation.
- Ensure construction quality, safety (EHS), and compliance with company standards and local regulations.
- Monitor project progress, resolve on-site technical issues, and manage change orders to keep the project on schedule and within budget.
3. Commissioning & Handover
- Lead the testing, commissioning, and validation of all utility systems and laboratory equipment.
- Coordinate with R&D stakeholders to ensure the renovated and new spaces meet functional requirements before handover.
- Manage the final project acceptance, documentation, and training for facility management teams.
4. Stakeholder & Vendor Management
- Act as the primary liaison between internal R&D, EHS, Finance, project team and external vendors/contractors.
- Prepare and present regular project status reports to senior management in English.
Qualifications
Education & Experience
- Bachelor’s degree or above in Engineering (Civil, Mechanical, Electrical, or related field).
- 5–10 years of project management experience in a multinational corporation, preferably in the pharmaceutical, chemical, or high-tech R&D sector.
- Proven track record of managing capital projects involving both new construction and facility renovation.
- Hands-on experience with utility systems (water, power, gas, HVAC) and laboratory equipment layout.
Skills & Competencies
- English Proficiency: Excellent written and spoken English is required. Must be able to read/write technical documents and conduct business meetings in English.
- Strong knowledge of local building codes, EHS regulations, and construction standards.
- Proficiency in project management tools (e.g., MS Project, Primavera) and CAD reading.
- Excellent negotiation, communication, and problem-solving skills.
- PMP or equivalent project management certification is a plus.
